3. What cookies and local storage are
Cookies are small text records a website may ask a browser to store. Local storage is a browser feature that can retain limited settings on a device. These technologies can support security, navigation, preferences and measurement.
4. Essential storage
The key “harborbrook_cookie_choice” records whether the visitor accepted optional categories or selected essential storage only. It is necessary to avoid showing the banner repeatedly and does not identify a person by name. Essential storage cannot be disabled through the banner, but can be deleted in browser settings.
5. Preference category
The banner offers a preference category for possible future interface settings. In this release, selecting it records consent but no separate preference cookie is deployed. A future feature must be documented before it begins storing additional information.
6. Analytics category
The banner offers an analytics category for transparency and future control. This release does not load an analytics provider and does not transmit analytics data to a remote service. If analytics are added later, this policy and the consent implementation must be updated before deployment.

This project is designed to run without remote scripts, remote stylesheets, remote images, remote fonts or embedded media. If a future version adds a third-party service, it must be assessed, documented and controlled before activation.
